

REPORT FROM THE BRAZILIAN GROUP OF THE
INTERNATIONAL ASSOCIATION OF PENAL LAW
(2003 - 2004)
THE BRAZILIAN GROUP OF THE IAPL
The Brazilian Group of the IAPL (AIDP-Brasil), is the fourth largest National Group of the Association. It was founded in 1974 by Heleno Claudio Fragoso, a greatly missed professor and eminent jurist, with other renowned specialists in Penal Law. It is a non-trading and non-profitable-making company, whose objective is to divulge the activities of the IAPL in Brazil, and to promote scientific events.
Bearing this in mind, meetings and seminars are hold every year to encourage scientific research and discussions on themes of Law and Penal Procedure, so as to include the international context within the Brazilian production, and at the same time to encourage foreign specialists to come and participate in local exchanges.
HEAD OFFICE
IAPL-Brazil already has its own Head Office to develop its activities and meetings. It is situated in one of the facilities of the University of the State of Rio de Janeiro (UERJ), in the centre of the city.
ACTIVITIES OF THE GROUP
IAPL-Brazil institutional site www.aidbrasil.org.br was developed last year and is constantly updated, publishing articles by the members on various subjects. In may 2004 the IAPL-Brazil organised the 1st Seminar of the Brazilian Group on Themes of International and Comparative Penal Law as a preparation to the 17th International Congress of the IAPL. This event was sponsored by the Federal Prosecution Office of the State of Rio de Janeiro, by the Advanced School of the Department of Justice, by the publisher Lumen Juris, and by Glioche College.
The following themes were presented: “Internal and International Penal Responsibility of the Underage”, by Prof. Sergio Salomão Shecaira and Prof. Ana Paula Zomer Sica; “Corruption and Crimes related to International Financial Activities”, by Prof. Artur Gueiros and Prof. Luciana Boiteux; “Competition between National and International Jurisdictions and the ne bis in idem principle”, by Prof. Carlos Eduardo Japiassu and Prof. Fauzi Hassan Choukr; and “Principles of Penal Procedure and their application to Disciplinary Procedure”, by Prof. René Ariel Dotti and Prof. Geraldo Prado.
There were 74 participants in the Seminar, including Prosecutors of the Republic, Professors, Lawyers, Academician, Magistrates, Public Prosecutors, and members of the Federal Public Ministry.
News from the IAPL-Brazil is available on the Internet site, and is also published on a monthly basis in the Informative Bulletin of the Brazilian Institute of Criminal Science (IBCCrim).
At present IAPL-Brazil has 50 (fifty) paying members. The section for young experts on Penal Law, created in 2003, has now 11(eleven) members.

EVENTS PROGRAMMED FOR 2004/2005
Various scientific events (conferences, seminars, panels, etc.) are being prepared by IAPL Brazil for the second semester of 2004 and the first months of next year, in view of the conclusions of the 17th International Conference of Penal Law, that will take place in Beijing, China, in September 2004.
